Legality of car neon underbody kits.?

i dont think your allowed to have emergency colors. Im not familiar with tn laws but i dont think its legal to have under car neons on, while driving down the road, if your off the road or parked in a parking lot then its legal, but i dont think its legal on road, no matter what color it is.
