To be honest, he sounds a bit of a player. I believe you should confess when your friend is not there and just move on right when he's gone to university by trying to get to know other guys, unless he wants a long distance relationship with you. You should also tell your friend, but in a way so that both of u have mutual understandings about how u each feel about the guy and about each other. I also don't believe you should let this last chance of confessing go, but i also don't believe in letting ur days be muddled and ruined because of him. Best of luck!~
